In the Canary Islands the qualifying exams for civil servants in Education have been suspended for this year; 800 openings were being offered for teachers in primary and secondary schools. The trade unions have taken the measure in good stride, because the absence of a general state budget creates legal insecurity and uncertainty.

It was the most important jobs vacancy since the crisis began. 803 job vacancies, which were going to cover the teachers who retired, died or have left their jobs for other reasons. It is what is known as the replacement rate, and in this call for job openings, that rate would be covered 100%. But the suspension has a political and economic tint to it. If the general state budget is not approved, there is no guarantee of payroll payment, and therefore legal insecurity that could pose a challenge.
