The administrative symbols and pillories were erected during the middle ages and granted to feudal lords as a symbol of their power over a territory. It allowed them to charge taxes and to administer justice with the latter function carrying over more successfully to the current era. The saying "poner en la picota" (literally, "putting in the pillory"), refers to the shame that the accused suffered when being tied and exposed in public as a punishment.
