Frank Smith talks to Hans Kundnani, editorial director of the European Council for Foreign Relations in London. The ECFR, an independent Europe-wide think tank, has just published its second annual report, entitled The European Foreign Policy Scorecard, which assesses Europe¿s performance in pursuing its interests and promoting its values in the world. It focuses on policies and results rather than institutional processes--in other words, it aims aims to show by means of scores how effective Europe has been in the world. But it aslso grades the role played by individual member states on 30 of the 80 components of European foreign policy graded (30/03/12).
