The bilateral agreement signed today in the Extremaduran capital is open to other autonomous governments being added and originates from some basic premises: that the State will supply adequate public services that the regional governments will then provide, and these will be equal and of the same quality for all citizens, independently of where they live. The Extremaduran and Valencian ministers think that the next autonomous financing system reform that proves to be inadequate should be able to protect the welfare state in Spain.
