Despite a series of conferences and summits on Europe's responsibility to the hundreds of thousands of refugees that have arrived on its shores over the past three years, the EU has not be able to form a unified policy.  The two EU quota programs, one involving the resettlement of 160 thousand refugees stuck in Greece and Italy and the other involving the relocation of tens of thousands of Syrian refugees from the over-crowded camps in Lebanon, Jordan and Turkey, have met with reluctance in the best of cases.  Nonetheless, many European cities have objected to the obstacles the EU and national governments have created and present their own solutions to this humanitarian crisis. The European mayors gathered at the Vatican earlier this month, at the Pope's invitation, to share their thoughts and proposals.
